Oil is essential to many industrial operations, but even small releases can create significant environmental, regulatory, and financial consequences. This Spill Prevention, Control and Countermeasure (SPCC) Training Course provides practical guidance on EPA SPCC requirements, oil discharge prevention strategies, spill response procedures, and environmental compliance responsibilities.

Participants will learn how SPCC regulations help prevent oil discharges into navigable waters and adjoining shorelines, while exploring storage requirements, containment systems, spill prevention measures, emergency response actions, and reporting obligations.

Designed for maintenance personnel, facility managers, supervisors, environmental health and safety (EHS) professionals, and employees who work with oil storage or transfer operations, this training helps organizations strengthen environmental protection efforts, reduce spill risks, and support regulatory compliance.

Training Objectives

  • Identify oil storage thresholds that trigger federal SPCC compliance
  • Differentiate between petroleum and non-petroleum oil classifications
  • Evaluate secondary containment and overfill prevention engineering controls
  • Execute immediate spill response actions to protect navigable waterways
  • Summarize mandatory reporting thresholds for oil discharges to water

Course Overview

Oil plays a critical role in manufacturing, transportation, maintenance, power generation, and industrial operations. However, when oil is released into the environment, it can quickly spread through drainage systems, contaminate waterways, damage ecosystems, and result in significant regulatory penalties.

This training introduces the requirements of the Environmental Protection Agency (EPA) Spill Prevention, Control and Countermeasure (SPCC) Rule under 40 CFR Part 112 and explains how facilities can develop effective prevention and response programs.

Participants will learn how SPCC plans help identify oil storage locations, evaluate environmental risks, and establish procedures designed to prevent accidental discharges. The course reviews the oil storage thresholds that trigger SPCC requirements, including aboveground and underground storage capacity limits.

Learners will also explore the broad definition of oil under SPCC regulations, including petroleum products, hydraulic fluids, lubricants, vegetable oils, synthetic oils, and animal fats. Understanding these classifications helps organizations determine compliance obligations and appropriate prevention measures.

The course examines engineering controls and operational practices that reduce spill risks, including secondary containment systems, overfill prevention devices, tank inspections, transfer procedures, and routine maintenance activities. Participants will gain practical knowledge on recognizing vulnerabilities before they result in environmental incidents.

Special attention is given to spill response procedures. Learners will review the immediate actions required during an oil discharge, including stopping the source, containing the release, protecting storm drains and waterways, deploying spill response materials, and notifying appropriate personnel.

The training also addresses documentation requirements, spill reporting obligations, and the federal reporting triggers associated with visible oil sheens on water.

By understanding SPCC requirements and applying preventive measures, organizations can strengthen environmental stewardship, reduce regulatory exposure, and better protect employees, facilities, and natural resources.
